The aim of this seminar was to examine how Guiding and Scouting can reach out to children and young people in inner-city areas, and to equip young leaders with the knowledge and tools to implement projects to develop Guiding and Scouting in new areas.

The main objectives were

·        To understand the situation of young people living in inner-city areas and how they are affected by the changing demographic realities in Europe: for example, social and economic exclusion; discrimination; and other similar problems.

·        To consider the opportunities offered by Guiding and Scouting to develop leadership skills and intercultural learning amongst young people living in the inner-cities;

·        To examine how Guide and Scout associations can provide and develop programmes, and recruit leaders in an inner-city environment;

·        To train and motivate Guide and Scout leaders to work in inner-city areas with young people outside their usual membership base;

·         To facilitate the exchange of knowledge and best practice at grass-roots level on the topic;

·        To provide an opportunity for networking, multiplying and the encouragement of new partnerships amongst young leaders working in this area at local, regional or national level;

·        To develop projects on developing Guiding and Scouting in urban areas or with new publics, which can be implemented in their Association;

·        To develop a resource for Associations on developing Guiding and Scouting programmes in inner-city areas.
